One of the distinctive features of the pan-African approach to dealing with the refugee problem is the prominence given to the concept of asylum, which is the focus of this essay. However, before so doing, it is necessary to briefly explain the concept of asylum, and to distinguish it from that of the refugee; although they overlap, they are not identical.
